All joking aside – Action Item: Windpower is in trouble
As Tom point out, the initial sixty day timeline for the Delmarva Power RFP negotiations will have run its course as of Saturday. He thinks it’s safe to guess that the negotiations will not have reached a successful conclusion, given that DPL has filed an appeal of the PSC’s decision in Superior Court.
Sooooo, what’s next?
How can the negotiations succeed if the central party (Delmarva) doesn’t want to do a deal? The PSC appointed Lawrence Hamermesh of Widener Law School to mediate the talks, though we don’t know how active a role he is taking in setting the agenda.
The cause of bringing wind power to Delaware has succeeded to date because of the work of widespread, determined and well informed supporters. How can we focus our attention and support given the confidential nature of the negotiations?

Jeremy Firestone has filed a motion to require DPL to be more forthcoming in its reports on the negotiations (http://depsc.delaware.gov/electric/irp/jf0627motion.pdf ). This strikes me a useful step.
We need to step up.

As I just wrote to Tom, if Cathcart can call for hearings in August to take a look at Minner administration malfeasance in the state psychiatric facilities then he can call for hearing on this problem between the PSC and its charges.
