The three-nation NAFTA was signed on 17 December 1992, pending its ratification by the legislatures of the three countries. There was considerable opposition in all three countries, but in the United States it was able to secure passage after Bill Clinton made its passage a major legislative initiative in 1993.

OK, on the second pass I spotted your link and read the article. I get it now. The problem is not that the highways exist, but the way they are managed. The SENTRI lanes are basically nonstop truck lanes from the Mexican Pacific Coast to Kansas City. The side effect is that US Teamsters and Longshoremen are out of work. I hate to say it, but economically that makes sense.
The union movement should respond by organizing new sectors like health care and the service industry.

I’ve never seen anything in this but a conspiracy theory. Heavy on the “theory.”
And I don’t tie impeachment to policy.
The major underlying issue with these NAFTA superhighways is that Big Business (WALMART) wants to use Mexican ports (Cheap Labor) for their shipments from China and the rest of Asia (Cheap Labor), instead of the unionized ports on the west coast. The new highways will allow quicker transportation of such goods to their manufacturing sweatshops on the Mexican side of the border, and subsequently, faster delivery to the superstores throughout the nation.
In effect, it’s backdoor union busting and if you watched last night’s Colbert Report, you’d already know this….
This NAFTA superhighway is also setting up what looks like the biggest land grab via eminent domain in US history.
It seems to me that there are plenty of interestates that could use major upgrades and maintenance before creating a superhighway for Mexico.
