The night before the News Journal’s story about the prospects of a third-term for Mayor James Baker, there were three shootings in the city and two people were murdered. The words of Rhett D. Ruggiero, a national committeeman for the Delaware Democratic Party, in the newspaper article the next day seemed farcical:
“If I were running a campaign against him, I wouldn’t know where to begin,” Ruggerio said. “You can’t attack him on finances, public safety or the city’s housing stock.”
