The Wilmington (Del.) News Journal reported in January that the Internal Revenue Service’s reason for failing to pay 97 tax refunds to Delaware residents is that they are “unable to find” them. However, Alan Levin, son of one Wilmington woman on the list, pointed out his mother’s name in the Wilmington white pages. Said IRS spokesperson Harriette M. Williams, the phone book had been used in the past to find people but “is not very fruitful. It’s not the most expeditious way of handling it.”
