A few observations on the RFP:
1. The RFP is introducing a lot of implementation details that as far as I know have never been publicly reviewed.
In other words, the RFP is not simply looking for a CA, it is defining the program for the first time.
Once signed, the contract will beome the specification for the program. And generally, the contracts are written so that the proposal submitted by the vendor becomes part of the contract.
2. The RFP specifies a lot of reports and information deliverables. For each of these, we need to define the level of public access. It is not acceptable for all the performance information generated by the SEU to disappear under DEO FOIA stonewalling under the guise of “vendor confidentiality.”
3. The RFP requires a very broad mix of financial ability, public administration, and IT systems implementation. This is a very broad requirement that few single vendors can fulfill.
In other words, the RFP is likely written so that only one favored vendor can win it (any guesses?)
Normally, a truly neutral RFP would be written with a “best of breed” approach so that multiple vendors could fulfill different aspects of the contract. The RFP should include a statement to that effect.

OK, I am back and I have some good news and some bad news. I am heading out right now, so you will have to wait until tonight to get my full report. In the meantime, does anyone know the state of the SEU bill that was passed a week ago? It is waiting on approval from Minner, who then has to appoint 7 members to the new board. This is germane to the report I will deliver later.
