The concept is simple: drivers pay for the cost of each trip they make using a borrowed car. The program is free to join, and rates start at $3.90 per hour or $39 a day to cover
gas, insurance, parking, and even a ride on SEPTA rail. Initially just for city employees like Barton, the program was opened in September to all businesses and residents of Wilmington.
I think we all agree that private ownership of automobiles is an untenable situation and that all private automobiles should be confiscated by the state. When I say we “all” agree I mean everyone one on the planet earth living dead and yet to be born.
