You know, I had this idea if i was ever the President, the first budget that came through the oval office would be line item vetoed straight through until the budget was balanced.
No warning, just “Surprise!, oh, btw, no pork for you, not yours.”

Since then, line-item veto laws have been struck down by the courts.

Anon is absolutely right. They would also discover roads and infrastructure not being built and many would be quite out of jobs due to the massive layoffs and business bankruptcies from all of those firms that no longer have government contracts.

Signing statements existed long before George Bush became president.
What does a signing statement actually do? Well, if a law goes before the courts, and there is some dispute as to its meaning, the courts look at the written record of the intent of the legislators. That’s a valid legal practice.
With signing statements, the president, who is one-third of the legislative process, gets to add his intentions to the legal record, in case the law comes before the courts. That’s really all they can do.
