ya think?  Benefit Developers?  In Delaware?

New Castle County Council will vote Tuesday night on whether to suspend its embattled Workforce Housing Ordinance, which has drawn wide criticism from residents who would rather see the law rescinded.

But opponents contend the law benefits developers at the expense of citizens and creates problems related to higher density, including traffic congestion and overcrowded schools.
