@jason–most likely Trump’s plan is Health Savings Accounts for everybody, and, yes, Carper will vote for it.
Insurance and pharma corps won’t let Repubs and Carper pass a plan that pays them less than they are getting now. They don’t want to be stuck marketing their pricey products to a bunch of unsubsidized poor people.
