Delaware’s Jails are for Black & Poor People
The only “crimes” that really register as crimes among lawyers, juries and judges are street crimes. It is little wonder that black people constitute 23% of state residents, but 56% of the incarcerated population. This picture was always comical. Nobody ever thought Park City was going to see the inside of a jail cell.
