Bid Increments: Bids must be in increments of $50.00.
Bid Review: Bids will be assessed based on both the highest price offered and the potential for community impact. The winning bid will be selected considering these two factors.
Payment: The winning bidder will be notified, and payment terms will be negotiable, particularly for non-profit organizations.

What does that even mean? Well if one bid comes in at $20,000 and is going to have zero community impact, they could win. (Baby needs a new pair of shoes.) And if one bid comes in at $100.00 but is going to have 1 million pounds of community impact, they could win. There is no fixed formula.

Maybe consider not using a statutorily defined and regulated terms like “auction” and “reserve” and call it a request for proposals or something.
