General Assembly Post-Game Wrap-Up/Pre-Game Show: Weds., June 17, 2026

Scorecard on Constitutional Amendments considered in the House yesterday:  2 passed, 1 failed.  These two passed: HB 180 (Harris); HB 430 (Harris).  This one failed: HS 1/HB 88 (Bush).  This bill would have permitted same-day Election Day voter registration.  Straight party line vote, with Rep. Bush then changing his vote to ‘no’ in order to enable him to bring the bill back.

All in all, a very productive day.  Here is yesterday’s Session Activity Report.

Not much of interest on today’s Senate Agenda.  The one exception is ss1/SB 319 (Poore), which ‘requires individual health insurance plans, group and blanket health insurance plans, the state employee health plan, and state Medicaid insurance to cover medically necessary diagnostic services and treatment for menopause, perimenopause, and symptoms of menopause or perimenopause’.

The House schedule once again is devoted to committee meetings.  I’m betting most of the bills to be considered are Senate bills, which would make for a short committee meeting report. Let’s see if I’m right:

HB 386 (Hilovsky) ‘establishes the Tipped Worker Tax Relief Act of 2026 to provide targeted state income tax relief to resident and nonresident tipped workers in Delaware. It creates a deduction of up to $15,000 on qualified tips and converts it to a refundable credit for low-income resident earners.’ Revenue & Finance.

HB 459 (Neal) ‘prohibits the sale of energy drinks on public middle and high school campuses during school hours or school events.’ Education.

HB 440 (Harris) ‘the first leg of an amendment to the Delaware Constitution to authorize the General Assembly to hold a referendum on a proposed constitutional amendment in lieu of repassage by the next General Assembly.’  Very interesting.  I think I like it.  Administration.
