Mike Castle Pays Minner Confused Compliment
Everybody is laying smootches on Ruthie.
Republican congressman Michael Castle, who like Minner was a two-term governor, said she had risen from humble roots to lead Delaware “with great passion and pride” as the state’s first female governor. He also noted that as a state lawmaker, Minner could be a tough negotiator and knew how to get things done.
“If anyone here thinks that a lone state senator can’t thwart a governor, I can tell you that you’re wrong,” Castle said.

Either the AP reporter got the quote wrong, or Castle’s stroke addled brain is showing.
Depends on what your definition of “thwart” is. She “knew how to get things done” and did them with “with great passion and pride.” Apparently that included thwarting a governor.
She made humble roots rise or something like that.
Say no more.

Exactly what makes the speaker of this statement “addled?” No doubt there were many times in Castle’s eight years when this savvy Senator from Milford was able to change the governor’s plans.
I think there is this obligatory appreciation game among the circle jerking, of which, Castle played along, but managed to take a back-hand swipe when patting her back. That’s my take, anyway.
I’m with John and Smitty. It’s a bit muddled but I think he was saying that she was able to thwart him when she was a state senator and he was governor.
I’ve been outsmarted by Castle again.

I know exactly what he was referring to:
1) When she pushed for the nomination of William Walls for a Family Court judgeship, and Castle’s nominee was actually defeated on the floor of the Senate
2) When she won overwhelming support for the legislation that earmarked part of the Realty Transfer Tax for open space acquisition over Castle’s opposition — including support from a civic group that included Castle’s father.

So he was complimenting her for her political skills more than 15 years ago.
Just goes to show not all good legislators are automatically good executives.

Well, yes, anon, he was referring to her legislative skills. But your point is actually in the ballpark — legislative prowess is a whole different skill set.
