Prior to the bridge collapse, PA, NJ, and DE were all big offenders of underfunding transportation. Last time I checked the governors of those states had big D’s next to their names.
There are earmarks and then there is the sharing of federal Highway Transportation Trust Fund dollars. These are two pools of money. MN has been leaving the latter on the table for most of the entirety of Pawlenty’s term. The Trust rules are that you have to provide matching funds to get money from the Trust and MN could not come up with theirs.
And let’s not forget who was in charge of putting together the Transportation Bill (earmarks and all ) for the last few years.
If the Transportation bill wasn’t stuffed full of earmarks based on seniority and position instead of need, that probably never would have happened.
I wonder what the Transportation bill’s gonna look like this year, now that the Dems have scuffled earmark reform.
