What is the deal with the shredding?

Can someone bring me up to speed on the  shredding thing?

I caught a littleof the story  on WDEL this morning on my drive in and it sounded like the Minner/Carney administration‘s line is “Nothing to see here folks – perfectly normal SOP – move along, now…move along.”
