Knowing what is at stake, it is impossible to imagine Gary Stockbridge running up the white flag on in state wind power, so don’t be fooled by Delmarva’s reasonable sounding PR.
As Tom points out, Delmarva has a track record of NOT bargaining in good faith and trying to change the rules in the 11th hour. The only sure way to get the wind power deal done is for an up or down vote on HCR38.
