Yes. I’d certainly consider that terroristic threatening, which is against the law in Delaware.
BTW – I’d treat it the same regardless of whether the words “with a gun” were included. That’s immaterial to the threat as a whole.
I say ignore the note! After all, what’s the worse that could happen?
