If I walk into a bank and hand them a note that says, “I’m going to attack you in 3 months with a gun”
and walk out, should somebody do something?

    Yes. I’d certainly consider that terroristic threatening, which is against the law in Delaware.

    BTW – I’d treat it the same regardless of whether the words “with a gun” were included. That’s immaterial to the threat as a whole.

    I would do nothing at all because the guy may have been a prince from the UAE and I value oil more than the safety of the customers.
