Looks like change is going to happen pretty fast. The best thing about the signing statements Bush wrote is that they can be reversed very easily.

Transition advisers to President-elect Barack Obama have compiled a list of about 200 Bush administration actions and executive orders that could be swiftly undone to reverse White House policies on climate change, stem cell research, reproductive rights and other issues, according to congressional Democrats, campaign aides and experts working with the transition team.

The team is now consulting with liberal advocacy groups, Capitol Hill staffers and potential agency chiefs to prioritize those they regard as the most onerous or ideologically offensive, said a top transition official who was not permitted to speak on the record about the inner workings of the transition.

“The kind of regulations they are looking at” are those imposed by Bush for “overtly political” reasons, in pursuit of what Democrats say was a partisan Republican agenda,

  7. You know, I had this idea if i was ever the President, the first budget that came through the oval office would be line item vetoed straight through until the budget was balanced.

    No warning, just “Surprise!, oh, btw, no pork for you, not yours.”

    Mr Shields: the elder President Bush claimed that he had line-item veto authority, period, and that he required no enabling legislation or constitutional amendment to clarify such. However, he never chose to exercise the authority he claimed.

    Since then, line-item veto laws have been struck down by the courts.

    The problem isn’t being president, because the president is limited by Congress. If I were Tsar of All the Americas, I could balance the budget in the next fiscal year. Taxpayers would love me, and tax consumers would hate me.

    And taxpayers would discover that their incomes depend on government spending, either directly or indirectly, and beg for the spending to be restored.

    Anon is absolutely right. They would also discover roads and infrastructure not being built and many would be quite out of jobs due to the massive layoffs and business bankruptcies from all of those firms that no longer have government contracts.

    Signing statements existed long before George Bush became president.

    What does a signing statement actually do? Well, if a law goes before the courts, and there is some dispute as to its meaning, the courts look at the written record of the intent of the legislators. That’s a valid legal practice.

    With signing statements, the president, who is one-third of the legislative process, gets to add his intentions to the legal record, in case the law comes before the courts. That’s really all they can do.
