Kowalko to Get Choice Committee Chair

Representative John Kowalko (25th) has been chosen to head the House Energy Committee.  It will be great to have a guy chairing an energy committee that actually knows stuff about it.  I wonder if he can hire Arnetta McRae to cross-examine Randall Speck about how he was paid.

Personally, I hope that John will take the lead in invalidating deed restrictions that prohibit solar panel installations and prevent Gary Stockbridge from running roughshod over this states energy.  Hopefully he will also work to keep the SEU honest, but the chair of the Senate energy Committee is Harris McDowell, so this should be interesting.

    Good news, for sure. The solar panels and deed restrictions is a favorite topic of mine. I wrote a fairly detailed proposal letter to RAM a few years ago on the subject and got a very non-committal, not-gonna-happen form letter in return. The ideas are even more topical today than they were then. I would be happy to share as a separate post if anyone is interested.

    I was told by a little birdy shortly after the Chancery Court process was set up (for easier and cheaper resolution to deed restriction squabbles) that a ban on solar panels would be very hard to uphold (although no guarantee it would be defeated). Yes, I know that there are MANY subdivisions that have long had this as a standing restriction, but no matter.

    FYI…Senate committees haven’t been set up yet. Maybe clear heads will prevail and McDowell won’t be it!

    The key fact to remember is with declining energy prices the focus on renewables and alternative energy will diminish. A huge mistake which has been repeated many times.

    Rep. Kowalko would serve Delaware well by focusing on the long run and keep moving ahead on all things Green.

    Remember, it was estimated three years ago by the NSC if 5% of the world oil market went away prices would double in 90 days, same goes for price drops if there is a 5% economic decline.

    If it makes you feel better, Kowalko made the same comment re: repeating the same mistake by not pursuing alternatives when fuel is cheap.

    So they split up Energy and Natural Resources. Who will the chair of Natural Resources be? Hopefully, someone who actually cares about our natural resources.

    Thanks, I did not hear John’s comments. Consider the ramifications if we do nothing.

    In a couple of years the worldwide economy will begin to grow. Energy costs will go up and hurt a sustained recovery.

    One thing you can look at is a floor price for gasoline. If prices go below that floor, say $2.75 a gallon. The price below that amount could be made up with a renewable energy tax which will be used soley for incentives for alternatives and renewables. Also, include low income assistance and a cap on the tax of say 10-20 cents a gallon.
