  4. If you’re asking a Posse Comitas question: should the army be able to invade U.S. cities and arrest U.S. citizens then the answer is no and that is already prohibited. I don’t think they should be able to arrest non-U.S. citizens either. We have various law enforcement agencies for this.

    Check out ex parte Quirin for a justification of a secret military tribunal that imposed death sentences on eight men (two of them US citizens) who were sent here for sabotage. No deeds were carried out and two decided that they really did not want to go ahead with the plans and turned in the other six. The two beat the chair and received early outs from Harry Truman.
