For once, I agree with David Anderson.
HB 198 is Delaware’s component legislation in a national effort to eliminate the electoral college. The measure who allocate Delaware’s electoral votes (as well as all other state’s electoral votes) to the winner of the popular vote, no matter who Delaware voters actually vote for. Basically, it is an end run around the Constitutionally established Electoral College, which would require a Constitutional Amendment to change or abolish, which is exceedingly difficult, and David is probably right that this national effort will not and does not pass constitutional muster.
