In his classic study of the politics of the Jim Crow South, Southern Politics in State and Nation, V.O. Key observed that the politics of white supremacy was strongest and most salient precisely in the states and counties that had the fewest white people. In a state like Arkansas or Texas or Tennessee that has relatively few African Americans, there was little need for an explicit white supremacy politics to ensure that white people would, in fact, be supreme. These states, not coincidentally, generated some white politicians who were racially moderate by the standards of the time and place.

In Mississippi or South Carolina, where the demographics looked different, by contrast, any hint of racial moderation would be deadly. The smaller white communities in those states were more politically vulnerable, and required a more vigorous politics of white supremacy to maintain their control.

It’s natural for a toned-down version of that to play out as the United States becomes a less white country. When whites were 80 or 90 percent of the population, they did not constitute a “demographic” that could be meaningfully mobilized around white identity — instead, splits within the white community (North versus South, Protestant versus Catholic) were highly salient. But as whites become less numerous, appealing to white voters as such becomes a more viable political strategy.

Trump has surged to the top of the GOP pack by exploiting that opportunity with an unusual level of vigor and an unusual lack of subterfuge. But he’s not the first politician to see the opportunity, and he certainly won’t be the last. And Democrats who simply ignore the reality that people expressing concern about the changing demographic face of America are in fact concerned about the changing demographic face of America do so at their own peril.

The insurgent candidates are less absurd, the orthodox candidates more vulnerable. The GOP donor elite planned a dynastic restoration in 2016. Instead, it triggered an internal class war.”

“The puzzle for the monied leaders of the Republican Party is: What now? And what next after that? None of the options facing the GOP elite is entirely congenial. But there appear to be four paths the elite could follow, for this campaign season and beyond. They lead the party in very different directions.”

Here is the day in 2016 that I’m looking forward to. It is the day when whatever passes for the Delaware Republican establishment falls in love with their presidential nominee. Ken Simpler, Charlie Copeland and Dave Burris presently consider unthinkable that they will backing Donald Trump, but a 180 degree changing of their tunes is inevitable. Josh Marshall at TPM puts it succinctly:

People of all stripes have a great ability to decide that what they cannot prevent is in fact awesome. I would go as far as to say that the big thing to watch right now, the big event, isn’t so much Trump and Cruz’s poll numbers and whether they’ll hold up as the increasing signs that the Republican party is beginning the process of embracing that outcome.

It will take some mighty rationalizations, but just wait for it. The Trump (or Cruz) train is coming, and Copeland, Burris and Simple [the smart, reasonable and sober Republicans] are not only going to board it, but they are going to be its Delaware conductors.

Dear General Assembly, here is your “Honey-Do” List for 2016

1. Pass either House 181 (Kowalko), which simply creates a new tax bracket at $125,000 with a rate of 7.10%, and an additional bracket at $250,000 with a rate of 7.85%; or House Bill 196, which also establishes the two new brackets, but then gives all brackets a 0.05% tax cut.

The passage of one of these bills in non-negotiable. It must be the first order of business. No other bill or resolution or nomination can be considered by either House until one of these two bills is passed and sent to the Governor’s desk for his signature. No committee hearing on any other topic can be held until that time. If he vetos, the General Assembly must override. There is no other settlement money for you to raid, Democrats. It is time to stop being cowards, and time to make the wealthy pay just a fraction more.

2. Override the Governor’s Veto of House Bill 50, the Opt Out Bill.

3. Petition SB 40 (Death Penalty Repeal) out of the House Judiciary Committee for a full vote of the House on the floor. It at least deserves an up or down vote.

4. Pass HB 105 (No Excuse Absentee Voting) and SB 111 (Same Day Voter Registration). I expect all Democrats to vote for these two bills, for the simple reason that Democrats believe in making it easier for everyone to vote, while Republicans believe in making it harder, if not outright oppressing the right to vote. If any Democrat does not vote for these bills, you should simultaneously announce your switch to the Republican Party.

5. Pass SB 39 (Minimum Wage Increase).

All Education Eyes on January

During the last 10 months, the public had opportunities to contribute their thoughts, ideas, feedback, and criticisms of the plan or any part thereof. Public comment ran the gamut from helpful feedback to downright racist criticism. In my observation, the comments that tended to align closer to the racist end of the spectrum were elicited when meetings were held in suburban locations. The more supportive comments, while also showing in the suburbs, really came to the forefront in the meetings’ city locations.

How many times have I asked the question, “Won’t somebody, anybody, challenge this egregious wrong?”  Lots of times.  Whether it’s the illegal actions of the corrupt Minner team or the illegality of Tony DeLuca serving as both a legislator and as an administrator of a public agency, the answer has always been, no, nobody will challenge this egregious wrong.  The budget that was forced through the General Assembly this year was an egregious wrong.  Specifically, the (I believe) illegal application of settlement funds to help balance the operating budget. This misuse of funds violated the specific purposes for which the funds could be used.  While the AG strongly criticized the misuse of the funds, he either chose not to challenge, or was not in a position to challenge, the General Assembly’s cavalier actions.  But someone else did. And that someone else is our Most Value Progressive of the Year.

The New York Times wonders if Trump can turn out his vote: “Translating a personality-driven campaign to the voting booth is no easy feat, especially for a candidate who has never run before. But here in the state with the first nominating contest, about six weeks away, Mr. Trump has put off the nuts and bolts of organizing. A loss in Iowa for Mr. Trump, where he has devoted the most resources of his campaign, could imperil his leads in the next two nominating states, New Hampshire and South Carolina, where his get-out-the-vote organizations are even less robust.”

“A successful ground game is crucial in Iowa because of the state’s complicated method of caucus voting, but the Trump campaign has fallen behind some of its own benchmarks.”

Trump really doesn’t have that much of a campaign organization, let alone a voter outreach or Get Out Vote operation. Indeed, I wonder if we are heading for the upsets of upsets, where a candidate assumes polls actually mean real votes (and Trump talks that way) and thus his campaign just assume the voters will show up for him, while at the same time his voters see him crushing it at the polls and assume they don’t have to show up. It happens all the time. Hence, get out the vote operations within campaigns and canvassing. Is anyone canvassing for Donald in Iowa? I kinda doubt it.
