More Shenanigans in Tom Gordon’s NCCo Government
As previewed in this Tweet from earlier this week, WDEL reports that NCCo PD Chief Elmer Setting doesn’t pay rent at the house he lives in on Lisa Dean Mosley’s property.
I could have sworn I read that here at DL awhile ago, but I can’t find it. Still — John Flaherty speaks for me here:
“What he has done wrong is, he has an appearance of impropriety–accepting something of value and not paying for it,” he said. “If you look at the New Castle County Ethics Code, they stress that county public officials need to avoid an appearance of impropriety, and I think having the county police chief living rent-free or having special privileges on somebody’s house in Chateau Country, I think he needs to explain his actions to New Castle County Council–at, probably, a meeting of the public safety committee–to try to regain trust and confidence in his judgement.”
And I don’t get how he is providing security at this place if he already has a more than full-time job. Seriously. At the very least he needs to report this housing as a gift.

Setting was always knee deep in the Gordon-Freebery-Moseley scandal. I’ve heard that Moseley doesnt even live at that home so the “security” he’s been providing for 20 yeas has been for himself.
Did he ever get his college degree? Does anybody know? I remember that was a big deal when they hired him (chief apparently requires a degree). He promised he would get it in 6 mos. but haven’t heard any follow up

Such a blatant conflict-of-interest. And, of course, Gordon knows nothing about it. Ri-i-i-i-ght.
elmer setting says he isn’t paying monetary rent but the arrangement shouldn’t be classified as rent at all. It’s compensation. The million dollar question is – how does the arrangement appear on Chief Settings tax returns? 20 years of free rent on that estate could be millions of dollars in compensation.
For all we know, he’s being ‘paid’ to look the other way. It’s not as if skulduggery hasn’t taken place with the cast of characters there. And it’s not as if Gordon and Freebury weren’t at the very center of what’s gone on there. What, exactly, is going on at that estate? If something WAS going on at that estate, would anyone be subject to action? Who is policing the police chief who is livin’ large?
At best, it’s ethical bankruptcy. At worst? Who knows?

Mr. Gordon had a very long friendship with Ms. Freeberry. Yet, he cut all ties to her off. Sounds to me like she messed up, not him.
Elmer was never mentioned in any of that “scandal”(witch hunt).
Why? Why are you so vindictive, David?? How Assumptions make and a** out of you and make me… Well, I’m a satisfied Worker that seems to be the only one having Team Gordon’s Back.
I think real journalism is due here- like how David Grimaldi pulled the wool over everyone’s eyes with his no diploma- fact, no GED(THATS an assumption), and he did time in jail for a violent crime but his friend took the rap for him. Plus, much more.
Find a hobby David. Stop making up aliases and being mad at Mr. Gordon bc he got fed up with your shenanigans.
Yo, Veronica, I am not David Grimaldi, I’ve never met David Grimaldi, I’ve blistered David Grimaldi on many occasions on this very blog, and, if you claim that my IP address matches up with any of those others’ IP addresses, you are a liar.
You have the current County Police Chief living rent-free in the company of the same person or people who gave Freebury a lot of money, and that’s OK? And Gordon knows nothing about it?
You’re sleaze, Gordon’s sleaze, Grimaldi’s sleaze and the bleeping police chief is sleaze.
The sleaze has got to go. We’re paying for governmental services, not sleaze.

Oh, and if Grimaldi’s educational bona fides aren’t so bona fide, then why did Gordon hire him? Was it JUST b/c Grimaldi was dating Gordon’s daughter, or did he recognize a fellow sleaze when he saw one? You know, Freebury 2.0. And why does Gordon surround himself with such ethically-challenged people? Hint: It isn’t because he only sees the good in everybody.
Many of us here have met El Som and he is not David Grimaldi. And way to make the empty threat about IP addresses. You certainly can’t get them, Veronica. If that is your real name.
The thing that Gordon and his mouthpieces need to stop doing is trying to threaten people. Just stop it. No doubt that Grimaldi has his issues, but the only reason you Gordon trolls exist is because of the priority to discredit Grimaldi as fast as you can before more dirt is released.
FACT: Lisa Dean Moseley houses Col. Elmer Setting because she throws lavish dinner parties at Serendip. These parties are a combination of the who’s who of Wilmington’s WASP society and New Castle County government. NCCo police are used as personal security, making sure no one gets a DUI on their way home.
