I don't know how much he was motivated by pressure from constituents, and how much he was motivated by his own sense of right and wrong, and to be honest it doesn't really matter. He took a step out of the "bipartisanship Ubber Alles" fantasy world that he lives in and stepped foot into the real world of Trump's America. Now he has to keep it going by joining with Democrats to withhold consent.
