Windfarm update

The three energy bidders (Connectiv, NRG and Bluewater) all resubmitted their proposals, presumably unredacting(is that even a word?) more information.  According to the NJ, Bluewater revealed the most information, although how that is measured isn’t explained.  Bluewater does discuss the reliability of their proposal in their new documents.  The new documents should be released later this week.  Our buddy, Dr. Kempton, gets a good quote in the article also.
