The St. Paul City Council set strict requirements for bars that want to stay open until 4 a.m. during the convention. Some 32 bars now meet those requirements.

You don’t understand legislation. When white, male, protestant legislative bodies pass laws like the Volstead Act, or abortion rules, or ‘Jim Crow’ laws, what they mean is, “THIS LAW APPLIES TO EVERYONE EXCEPT US”.
Now it makes sense? (donviti and I can make posts and comments like this because, evidently, we’re the only ones around here who ‘get’ irony and sarcasm).

Maryland kept the mob out by never passing state law to back up the Volstead Act. This earned it the honor of being “The Free State”. The Feds had to do it all themselves and with a speakeasy in every corner and a few bootleggers in every precinct, thirst was not a problem. A Republican Congressman from (!) Baltimore was arrested and tried and claimed that the wine he was making was only 12% alcohol. A jury acquitted him.
Work may well be the curse of he drinking class and I will admit with some shame that an ancestor was head of the New Jersey WCTU for a decade. This negates our common ancestor who signed the Declaration of Indpendence. One little mistake……
