I’ll answer my own question. Yes, I can imagine. After a callous answer from Rumsfield some years ago about going to war with the army you got, and seeing the mold in our country’s leading VA Center (Walter Reed) this doesn’t even seem remotely that surprising.
A lot of places have passed laws that make sure power can’t be cut off to a residence during winter, precisely because of issues like this.
I think here we have laws that say that they cannot shut off gas when the temp is below 32. So they schedule those dispatches for warmer days. Like when it’s 40. If it drops down to 14 the next day… well they shoulda paid up.
