Breaking: Markell to Address Joint Session of General Assembly

When the Governor speaks to a joint session of the General Assembly in late April, you can bet it isn’t to swap Easter/Passover stories.

In fact, ‘bulo can’t remember the last time that a Governor addressed the GA so late in session before. 

However, that is precisely what’s going to happen on Tuesday, April 28 at 2 p.m., according to the Governor’s office.

Since various members of the legislature have turned their noses up at various elements of the Governor’s budget-balancing plan, and since a consensus balanced budget framework has yet to emerge with about two months remaining until the start of Fiscal Year 2010, the Beast Who Slumbers expects Gov. Markell to bring a sense of urgency to the occasion. He also wouldn’t be surprised if Markell puts the heat on the General Assembly to either accept the basics of his proposal or to come up with something that he could accept that eliminates the projected deficit. 

Remember, kids, the Delaware General Assembly must by law enact a balanced budget every year. They should not have the luxury of grandstanding over what they don’t like unless they find and propose suitable alternatives. And ‘bulo believes that the Governor should call them out on it. Tuesday should be interesting.

    This is going to be rich. Republican legislators have built careers by “crusading” against big-spending governors. Now the governor going to ask them to put up or shut up. They got nothing.

    Expect to hear much whining about prevailing wage.

  5. Thanks, La Nuit.’Bulo hadn’t seen that until he got the release from the Guv’s office this afternoon. It’s news to him, especially b/c there isn’t much precedent for this.

    Actually, point well taken. ‘Bulo has overused the ‘Breaking News’ banner. He’ll be more circumspect going forward…

    And that error will cost him! HB 119 is the center peice of education reform and he’ll try to sell it! But, it’s going to be a tough sell!

    What’s the word? GED thinking wait !!! Got it, ambiguous! HB 119 is too ambiguous as it is not a single issue piece of legislation. Waivers to denying special ed students extend year programs detrimental to their education, is hitting a brick wall. Rolling back the official unit count from September 30th to the prior academic year end of April is wonderful! Full financial transparency for public schools with online checkbooks is great and cherry on top community oversight committee at the school district level. School board are crying saying to put a simple quarterly checkbook ledger already set up to save from the accounting system and convertible to pdf will cost the district hundreds of thousands of dollars. FYI Dover, running a blog is 1000 times harder than uploading an exsiting pdf file to a school district’s website!

    HB 119 will be stripped of the financial transparency, modifications to the waivers to ensure IEP’s won’t be intruded upon and unit count is fine. We’ll end up with school districts getting more financial flexibility and no transparency.

    State overall budget! Pay cuts are coming followed by layoffs. God bless Jack but dam, he has state workers bitching, schools bitching, Rodel biting at his left nut and Skipper from WSFS biting at his right nut! No money to put out the fires and all eyes are on Washington for the stimulus money! Delaware lacks transparency to get their share but Biden might ask Obama to turn a blind eye.

    I wish Jack and Matt Denn the best of luck and appreciate them keeping me in the loop but they know the odds of pleasing everybody is going to be harder than getting Christine O’Donnell in the sack with Mike Matthews.
