Probably the two most notable bills on the Senate agenda are SB 90, sponsored by Sen. Bethany Hall-Long, which would prohibit juveniles from tanning beds in salons w/o their parents’ permission; and SB 148, sponsored by Senator Venables, which provides for about $5.6 million to revert to the General Fund, most coming from DNREC drainage projects. SB 148 is part of the package to address the budgetary shortfall.

The House agenda is much longer, which is fairly typical. Readers should not assume that all of the bills, or even most of the bills, will be considered today. It’s just the way the House has traditionally done things. House Minority Leader Cathcart has a series of bills at the top of the agenda that likely grew out of the House investigation of the Delaware Psychiatric Center. While the bills are relatively incremental in nature, collectively they serve to protect residents of DPC as well as other long-term care facilities, and they protect whistleblowers at DPC. The Beast Who Slumbers thinks this is a worthy package.

Probably the most controversial bill near the top of the House agenda is Rep. Valerie Longhurst’s HB 117, which would have school board elections take place on Election Day rather than in May. Three amendments have already been placed with the bill. If this bill is indeed considered today, it could be a fairly lengthy floor debate.

Just be advised that, this year especially, the real action is all budget-related, and the day-to-day running of legislation is likely to be less intriguing than in most years.
